You should submit a concise and coherent 12-15 page paper that brings together the information in your two prior papers while building toward policy recommendations—the new content in the final paper. Thus, the final paper should incorporate the content of Papers 1 and 2, add policy recommendations, but read as a single paper.
This means that you should remove redundancies and include transitional sentences to improve the paper’s flow. The paragraphs should follow logically from one another (as they would in any other paper). A summary introductory paragraph and a concluding paragraph will help keep you and the reader on track.
In offering policy recommendations, you should answer the following questions:
1) Which parties (or party)—the United States, United Nations, etc.—are equipped to act to resolve the problems you identified in your issue paper?
2) What would you recommend the parties do then to address the problem?
3) How likely is it that they will follow your recommendations in full or in part? Are they likely to ignore the problem or do just the opposite of what you propose?
4) What are the likely consequences—in the short and long-term—should the parties fail to act as you propose, reject your recommendations, partially adopt your recommendations, or adopt them in full?
Addendum:
Beyond policy recommendations, you should make sure that the following components of the final paper are included and clear. In addition to your work on the issue, controversies, and policies, we are looking
for:
1) A clear question.
2) A clear argument.
Your argument should not be in the form of the policy recommendation; it should be a direct and original response to your question. You should then use your evidence to support your argument. Your policy recommendations should enter at the end of your paper.
