Made Constitutional by the 18th Amendment, and operationalized by the Volstead Act (both 1919), Prohibition essentially made the production, distribution, and sale of alcoholic beverages illegal in the United States. The movement to eliminate alcohol had a long history in the United States, albeit mostly at the local level. By the start of the 20th Century the anti-alcohol movement was made up of a number of unlikely allies: religious groups, women’s suffrage organizations, even the revitalized Ku Klux Klan. Neither the Republican or Democrat party took the prohibition theme to heart in their party platforms in 1916.
Eventually, by 1917 sufficient strength had been built up in both parties to support a measure to eliminate alcohol at the Federal level. When Prohibition officially began in 1920, the effects on society were immediately felt.
Modern popular culture has made much of lucrative bootlegging and smuggling activities and the criminal organizations that profited from it, the real effect was on the ‘street’ level among what otherwise would have been law abiding individuals. But now those law abiding citizens have a choice to make regarding alcohol.
