You have been tasked to write the main part of a SNIE (Special National Intelligence Estimate) on Country X on which you are an expert. Before you start answering the question, “Is regime change in Country X possible?” you meet with your Section Chief. She tells you that this is an important assignment and will garner lots of attention from various political appointees in the current administration as they believe that it is time to get rid of the leader of Country X. She cautions you to be sure you carefully lay out your answer with supporting evidence and to avoid any “personal” opinions on the wisdom of this option. Based on your expertise, you believe you can support the argument that the removal of the leader of Country X is dangerous and ill-advised and might expose the US to unnecessary risk. You provide your draft to your Section Chief. A week later, you find out that your SNIE has been supplemented by an alternative recommendation claiming that the removal of the leader of Country X could actually be accomplished with a minimum of exposure for the US and was a very viable potential covert action.
