1. You are the police chief (commissioner) of a large metropolitan city. Your city is experiencing a significant increase in murder, shootings, robberies, burglaries, auto larcenies and other crimes.
Murders are up 10%,
Shootings up 15%,
Robberies up 35%
Burglaries up 30%,
Auto larceny up 40%.
The mayor calls you to city hall and requests that you to bring your chief of department, chief of patrol, chief of detectives, chief of transit and other uniformed and civilian members of your executive staff. He directs you to come up with a plan to address this surge in crime. The mayor wants your answer, in a report, within the next 48 hours.
This increase in crime has also drawn the attention of the media, the community, and members of the city council. Some headlines are “Residents fleeing the city in large numbers”, “Woman pushed in front of oncoming subway train escapes death. “Police retirements up by 100%.”
Some factors to consider are, that recently, the state legislature has passed laws that restrict when judges can give bail to arrestees. In addition, the city council passed new municipal laws that prevent the police from making quality of life arrests, such as loitering, drinking in the street, marijuana, and urinating in the street. Your officers are leaving the department in record numbers. The city is also experiencing angry demonstrations against the police.
