What is the role of the public sector in innovation?
The public sector has a reputation for adding red tape where it does not belong, constraining innovation. However, the internet itself is a public sector innovation. The World Wide Web was developed at CERN, a government funded non-profit focussed on nuclear research. When and where should we ask the public sector to act on innovations? When should they choose to support the private sector instead?
