Consider the following scenario: There are several signs that your neighborhood is beginning to fall into decay. You have
noticed that there seem to be a lot of people hanging around the corner of 4th Street and Main in your neighborhood. The
intersection has a four-way stop sign with two-way traffic. Vehicles are allowed to be parked on the streets; however, each
business has an off-street parking area. The map linked below provides a layout of the area.

As you can see on the map, on the southwest corner of the area is A1 Liquor and Lotto, and on the northwest corner is an In
& Out 24-hour convenience store, which is near a K-6 School. On the southeast corner is an overgrown vacant lot with a
path leading behind a dilapidated garage, and on the northeast corner is a bench for the bus stop and another vacant lot,
which also has a path created by many people taking shortcuts through the lot.
You notice that unescorted women are walking in the area all the time and that vehicular traffic in the area is heavy,
especially at night. None of the streetlights work, and there is always a crowd of men in front of the liquor store, many
huddled together around money on the sidewalk.
You are a recent criminal justice graduate, and you have been asked by the mayor to present the concerns of the
neighborhood at the city council meeting.
1. Examine and share your concerns for morality and for personal safety of the people in the area.
2. Analyze the potential criminality in the area, to include the possibility of arson.
3. Explain why the opportunity for criminal activity is a major concern for the neighborhood.
4. Discuss what will happen if these matters go unchecked.
5. Explain the concepts of crimes with victim and victimless crimes. Why should victimless crimes be considered
dangerous if unchecked?
6. Formulate and share an action plan for your solutions to the potential problems that you noted.
7. Address the rights of people who become victims of public morality crimes.
