Moses symbolizes organized religion, offering the animals a hope of a better afterlife to distract them from their current hardships.
The ruling pigs, representing the oppressive leadership, allow Moses to stay because his religious tales help maintain control. The pigs recognize the utility of religion in pacifying the masses and diverting their attention from the harsh reality of their exploitation.
