This is an Economics policy paper about an act or measure that will improve Santa Cruz County local government. I am focusing on the argument for the implementation of Measure M in Santa Cruz which Allows residents to vote before the City’s rules on building heights can be changed. This gives you power over the future heights in your neighborhood and increases the amount of affordable housing developers have to include in new large projects by 5%. This helps our lower-income kids, families, seniors, students and essential workers continue to live here. Measure M was in the the March 5th local ballot and did not pass, I am writing a research paper as an argument for Measure M. I need an argument against Measure M and then a rebuttal/counter argument. I also need 8 sources with footnotes. I have also linked what Istarted with as a peek into what route i was taking.

Conclusion Section:
Suggest next steps and the process to follow for your proposal.
Remind the decision maker of the big picture, the overall goal, the necessity of the investigation, or of the urgency for action.
