Same argumentation with the sample PS paper, only one citation?

This paper is a research-based paper. You need to argue with evidence from research. But you have no citations except for one in Introduction.
The grade and comment above are for the first draft
Requirments:
Read Module Three-Part 3 Task Overview, Requirements, and Deadlines before you submit your final draft.
Use my feedback on your P-S First Draft and the feedback you received from your P-S peer-review to work on your final draft.
Use the Rubric below to guide your revisions as well.
Don’t forget to revise your TP final draft for part of the Introduction section, the Problem section, and part of the Solutions section.
Check PurdueOWL for APA in-text and reference citation conventions.
Total word count: 1800 – 2600 words, excluding Title Page and References page. Put the exact word count at the end of your Text Page.
Congratulations! By submitting the P-S Final Draft, you have successfully completed ESL 15!
Module Three-Part 3 Task Overview, Deadlines, and Requirements (1,800-2,600 words)
Rationale
Throughout your academic and professional career, you will be asked to take a position and argue for it to persuade a target audience to agree with your idea and embrace the position you are taking. Writing convincingly is, therefore, integral to your success at the university level and beyond.
Content
Building on your Annotated Bibliography (identify a problem + conduct research + annotate sources) and your Topic Proposal (analyze the research problem based on research + review objectively the solutions), you will write a Problem-Solution Argumentative Research Paper. Specifically, within the scope of your research, you will argue for ONE solution as the “best solution” to the problem that you have researched over the past several weeks.
The topic of your P-S Paper should be the same as the topic in your AB and your TP.
Task Overview
This Major Writing Assignment consists of two drafts, in addition to a peer review and a group presentation:
P-S First Draft (8pts)
P-S Peer-review (2pts)
P-S In-class Presentation (4pts)
P-S Final Draft (8pts)
Task Deadlines
P-S First Draft, 4/17
P-S Peer-review, 4/18
P-S In-class Presentation, 4/18, 4/23, 4/25
P-S Final Draft, 4/29
Audience
For this assignment, you have two sets of audiences: (1) the group of audience that has power and will likely take and implement the solution which you argue for (e.g., parents, university administrators, government officials, etc), and (2) a general (non-specialist) readership in the academic community (e.g., the instructor, classmates, and tutors).
Purpose
The purpose of this research paper is: (1) to persuade your audience to believe that the solution you argue for is the most ideal one as compared with and contrasted to other solutions and (2) to help them understand how to implement the solution.
Language
Given the academic nature of all our assignments, you should use the academic English language in your writing, such as formal word choices, complete sentences, correct grammar and syntax, and appropriate style and tone.
Requirements
You must explore 2 to 4 solutions and argue for the best one among them. In other words, you CANNOT argue for one solution without discussing why it is better than the others within the scope of your research.
Each body paragraph should have a clear Main Point and substantial and relevant Supporting Points.
You must cite all sources accurately using correct APA conventions whenever you incorporate them into your text; this includes direct quotations, indirect quotations, paraphrases, and summaries.
The total word count for the final draft should be at least 1800 words, excluding the Title Page and the References Page. Put the word count at the end of the Text Page.
Formatting
Font: Times New Roman
Size: 12
Margin: 1 inch on all margins
Space: Double space
Citation: You must use APA in-text and reference citation conventions
For First Draft: At least 1000 words
For Final Draft: Make sure you include a Title page, a Text page, and a References Page in which all sources are cited properly according to APA conventions. 1800 – 2600 words in total, excluding the Title and References Pages.
Required Components
When developing your paper, you should include the following sections.
Note:
These sections are not “paragraphs”. You may need to write a few paragraphs to fully substantiate a particular section.
You do not have to arrange the sections according to the following order, but all sections need to be included.
You must use Headings and Subheadings.
I. Title Page
II. Text Page
1. Introduction
A brief summary of the background of the problem or something that “catches” the attention of your audience in light of the problem
A clear thesis statement that conveys the solution you are arguing for and briefly explains why it is the best solution
A “roadmap” paragraph that helps your readers understand the structure of your paper
2. Argumentation for the Best Solution (about 70% of the body)
A comprehensive description of the Best Solution, citing specific evidence and concrete examples from your research
A convincing explanation of why this solution is the best from multiple perspectives, again citing specific evidence and concrete examples from your research to back up your claims
An effective refutation of potential arguments against the Best Solution
A detailed explanation of the specific procedures/steps in implementing this solution to solve the problem
A discussion of how the success of this solution can be measured (optional, but I recommend incorporating it)
3. Discussion and Refutation of Possible Non-Ideal Solutions
Explanation of at least 1 Non-Ideal Solution(s) – what it is and why it may not be the most effective one
Comparison and contrast between the Best Solution with the Non-ideal Solution(s)
4. Conclusion
Summary of the Best Solution
Interpretation of the long-term, critical value of the Best Solution
Discussion on future research and/or practical directions
