In our global world, there is an increased risk of the emergence and rapid spread of infectious diseases, causing great distress, overburdened health care systems, fear, panic, anger, all amplified by global media. We rely on the proper planning and mandated use of public health measures to keep people healthy and safe. “Successful responses to public health emergencies must heed the valuable lessons of the past” (Tognotti, 2013).
