It’s important that you know that we did not ever really talk about any specific policies. The class was very very theoretical and always problematized whatever it was we were talking about. Some of the readings mentioned specific policy, but we only used them to talk about larger structural problems of policy and how it should be made. Who makes policy? What does that mean for those upon which it is implemented? How do you take into account diverse perspectives? These are just a few of the large questions. We were always a step away from the actual tangible policy. We were thinking about its larger impact and what kind of thinking and theory goes into it. This is important to know while writing this paper which I imagine will take a similar approach but with more concrete examples. The class was very progressive and I personally would always take somewhat of a more conservative approach. For example, where some people were pro-implementing policies that might make information accessible to more people and other countries, I would argue that information should not be accessible to maintain autonomy of the information producers.

Global South-authored manifesto on science, technology and innovation, in light of
class discussions, readings, videos and your own reflection. I will paste the pdf to this manifesto below. Here are some more guidelines: This is not intended to be a review, much less a
summary, of the entire document. Rather it should apply critical notions
from the class to the most important aspects of the policy articulated. One way
to do this is to write as if you were consulting to the government involved, or
to a local citizen sector organization, nonprofit organization, social
movement, or community-based organization.
So the document needs to be read and the paper should focus on 3-4 key parts of the manifesto. It should analyze them pointing out pros and cons. I am interested in the themes about the circulation of knowledge (how does this happen? how much should be circulated?), about using multiple kinds of knowledge (indigenous, non-indigenous), “building capacity” (political/financial/social capacity) to start. So that a good starting point for those 3-4 parts. This should all lead to a thesis about the manifesto and its contents. The “African Manifesto is the main focus and needs to be read completely!” Examples and theoretical content from other papers should be consulted. I will paste some below, but others should be used as well. This all needs to be very rigorous.
