What engagement with stakeholders occurred in this project? How did stakeholder engagement contribute to the project’s outcomes, if at all? What other outcomes could have been achieved if stakeholders had been engaged differently? What would have been the consequences of poor stakeholder consultation in this case?
What interorganisational, intergovernmental, or network interaction was required for this project? Was it achieved? What challenges were involved in collaborating across organisations for this project, and how did the project organisers address these challenges?
How did the electoral cycle or political forces, including political intervention, affect the progress of the project? If there is no actual evidence of political effects, what aspects of the project were vulnerable to political interference, and how? Comment on whether these political forces were, or could have been, positive or negative.
