One policy or program of particular relevance to this case study is the development of a community respite care program which targets elderly individuals like Frank who would like to age in place but at the same time provide support for their caregivers. This point of view is shaped by the fact that Samuel, the neighbors of Frank who lives on the next door, encountered both the issues of isolation and burdensome caring.

            From economic imbalance and geographic isolation standpoints, the necessity for such a policy can be seen. The provision of formal caregiving services in the rural area where Frank lives probably limits Sam’s ability to manage the caregiving and work chores concurrently. The financial strain of Samuel is also evident; he has to make a choice between a stable financial position and caring for his father. Setting up a community-based respite care program will help out Samuel by giving him professional assistance for Frank while Samuel composes his own different work schedules for larger income without disturbing his father’s care (Wakefield, 2020). Such a program could lead Frank to connect with the social networks and services that address his particular requirements, helping him gain autonomy and prosperity. For Frank, this policy will ensure that he can retain the independence that he cherishes while living in his own home with the security of having support around him when it is needed. It will also answer the suggestion of Samuel, allowing him a favorable situation in which to both continue his father’s care and explore career opportunities. A local respite program that responds to the circumstances of elderly individuals from rural areas as well as those of the caregivers, allowing for aging in place with caregiver support is what a community-based respite care program would be able to do (Wakefield, 2020).

This viewpoint would also emphasize how crucial it is to make sure aged individuals have access to the tools, resources, and assistance they require to age safely and independently.

Depending on the kind of care needed, how frequently it is needed, and where it is needed, many factors will affect how much in-home care will cost (“In-Home Care”). Private insurance, Medicare, or Medicaid are frequently used to pay for in-home care services. Programs that can aid in defraying the cost of in-home care services are also available in some areas. For families who are trying to care for an older loved one, in-home care services can be a fantastic solution. While allowing the elderly person to stay in their own home, these services can offer the primary caregiver much-needed reprieve.

The geographic perspective would also influence the capacity to apply the policy specifically for the client in the case study. This perspective would inform the perceived need for the policy. Frank’s case highlights the need for policies addressing the challenges faced by aging Americans and their family caregivers.  Economic disparities add to the burden on families like Frank’s, where caregiving responsibilities cross with financial limitations. The “Caregiver Advise, Record, Enable (CARE) Act” is an applicable policy response. The CARE Act was designed to support family caregivers, by mandating hospitals to notify established caregivers upon the patient’s discharge and offer resources and support on medical tasks needed when the patient returns home. This policy recognizes the role of caregivers and seeks to alleviate their burden by providing access to information and resources.

From an economic disparity perspective, the CARE Act is necessary. It acknowledges the financial strains faced by caregivers like Samuel, who must balance caregiving responsibilities with full-time employment. Providing means of resources and support to aid in relieving some of the caregiving duties through post-hospital care enables caregivers to maintain financial stability while ensuring quality care for their loved ones.

Implementing the CARE Act would address the challenges in Frank’s case. For Frank and Samuel, it would provide Samuel with the essential resources and guidance to help him navigate his father’s care and help him balance his work schedule.

Including the CARE Act in Frank’s care plan could help ease Samuel from having to choose between his job and caring for his father. It could empower him and provide the knowledge and support needed to manage his father’s medical needs while maintaining his financial stability.
