1)My topic is: What is the role of US Coast Guard, as national border agency, in implementing national regulations?
When it comes to the implementation of national legislation concerning border security, the United States Coast Guard (USCG) plays a significant role, particularly in marine domains. The USCG, being an entity under the Department of Homeland Security (DHS) and a subdivision of the United States Armed Forces, is entrusted with a multitude of duties pertaining to the enforcement of domestic regulations.
It is the responsibility of the United States Coast Guard to protect the waterways and ports of the United States against various security concerns, such as terrorism, drug trafficking, and illegal immigration. By means of patrols, inspections, and monitoring, they ascertain whether or not the necessary security protocols have been followed. The United States Coast Guard (USCG) conducts a marine border patrol to stop unauthorized immigration, product trafficking, and illegal entry. In tight coordination with other federal entities like CBP and ICE, they uphold regulations pertaining to immigration, customs, and drug trafficking.
The United States Coast Guard conducts inspections of vessels that are entering the waterways of the United States to ensure that they comply with regulations on safety, environmental protection, and security. As a means of safeguarding maritime interests as well as the environment, they ensure compliance with the regulations that govern the construction, equipment, and operations of vessels. As part of its duty as law enforcement, the United States Coast Guard (USCG) conducts rescue and search operations in the waterways of the United States in order to preserve lives and safeguard property. They are responsible for responding to cries for help, carrying out rescue operations, and coordinating with other groups and agencies in the event of an emergency.
In the areas of marine commerce, navigation, pollution control, and fisheries management, the United States Coast Guard is responsible for enforcing a wide variety of regulations. In order to guarantee that federal laws and international agreements are adhered to, they carry out inspections, investigations, and enforcement measures.
As a national border agency, the United States Coast Guard plays a significant role in the implementation and enforcement of regulations that are designed to safeguard the maritime interests, safety, and sovereignty of the United States federal government. The efforts that they make contribute to the preservation of the prosperity, safety, and security of the United States of America and its surrounding maritime borders.

2)Before I go into the research of export documentation, I want to briefly speak on my experience with export documentation and the requirements that I have experienced from my customers. The most important documentation I have experience from my international customers is the invoice, invoice is an important documentation and without, a shipment will be stopped by customs, and customs will not release unless the invoice is provided. An invoice gives essential information such as product/item number, serial numbers (if applicable), batch/lot numbers, product description, quantity shipped, and most importantly, the total cost of what was shipped. Another export document that I have experience are NAFTA (North American Free Trade Zone) document which is an agreement between USA, Canada, and Mexico which I am aware of and what usually was required on document is ship from address, end user address, product number, name, and Schedule B/Harmonized code on the document. Other important export documents are the BOL (Bill of lading), if shipment is not going via FedEx, UPS, or DHL, the BOL is like the contract, the document has all information needed for the shipment, in my case, I put the ship from address, end user address, third party address, who is paying for the shipment, account number, product number, description, number pieces, boxes, pallets, Schedule B numbers, ECCN numbers, and license required or is it NLR (No license required). There are many other export documentations I have experienced, but these are the most important.
As per (Common Export Documents, n.d.), ” To know which documents are needed for an export shipment, the best place to start is your foreign customer/importer or a freight forwarder. By obtaining correct information, you are helping your customer efficiently clear the good with customs”. The documentations that are important in export are the,
Pro Forma Invoice- It becomes the commercial invoice once the transaction has been approved and processed.
Commercial invoice- It is used as a bill for the goods and helps with assessing customs duties.
Packing list- It has all the detailed information on the product, packaging, weight, etc.).
Air waybill- Any air freight company will require one to be done, such as FedEx, UPS, or DHL, and it helps customer track the package.
Bill of lading- A contract between the owner of the goods and the carrier, for ocean, there are two types, non-negotiable and negotiable, and can be used to buy, sell, or trade goods while in transit.
EEI- The electronic export information filing is required through the AES system, and this is for any shipment over $2,500 and if shipment requires a license, if shipment requires a license, it needs to be filed through CPB.
Export Licenses- It is a document that the government issues to authorize specific goods to be exported. An example of an item that requires a license is any parts for a military aircraft such as a wing for a C-130 aircraft. Licenses can either be through Commerce BIS (Bureau of Industry and Security), or the State Department’s Directorate of Defense Trade Controls.
As we can see, export documentation is crucial, and from my experience, I have seen fines and even closure of a company because of not following export documentation requirements.
