Overview
The field of health information management (HIM) is complex and diverse, and as such, HIM professionals work across several different settings and job titles. HIM professionals are highly trained in the latest information management technology applications and understand the clinical, financial, and technical workflows in healthcare organizations. They are vital to the daily-operations management and governance of health information and electronic medical records (EMRs), as they ensure a patient’s health information and records are complete, accurate, and protected. They also ensure the organization receives payment for services rendered. These professionals often serve in bridge roles, connecting clinical, operational, and administrative functions. They also impact the quality of patient information and the complete coordination of patient care. HIM professionals must continually maintain knowledge of how all parts of the healthcare delivery cycle function and must remain aware of the advances in medicine and technology in order to perform effectively and ensure the organization remains current in the midst of the dynamic healthcare landscape.
You will complete a capstone that integrates the knowledge and skills you have developed throughout your Master of Science program of study by creating an enterprise-wide strategic plan for managing patient engagement with mobile applications. For this project, you will use the Shoreline Health System Upgrade Final Project Case Study in the Supporting Materials section. This capstone will be assessed somewhat differently than those in other courses you have taken online at SNHU. The purpose of this course and final project is to evaluate your proficiency with the overall program outcomes, which are used as the course outcomes for this capstone course. Your instructor will assess your proficiency in the outcomes using “possible indicators of success” provided in the rubric. These indicators only demonstrate possible ways that you may meet the course outcome; they are not an exhaustive list. The outcomes will inform the assessment, but the instructor will ultimately only use them as a guide.
Throughout the course, your assignments will assist you in completing the final project, and you will receive valuable feedback on your submissions so you may complete a final project that meets the highest professional standards. You will be required to complete three milestones, which will be submitted in Modules Two, Five, and Seven. Your final project will be submitted in Module Nine.
Directions
Imagine that you are the HIM director employed at Shoreline Health System (SHS). You have been tasked by the board of directors to develop an enterprise-wide strategic plan to manage the adoption of a new mobile application for the organization’s patient portal and the increased patient engagement resulting from its implementation. This plan will include the development of data management and governance policies and considerations for the revenue cycle. It will also include privacy and security procedures, implementation and communication plans, and an evaluation plan. Use the Shoreline Health System Upgrade Final Project Case Study in the What to Submit section as the base of your strategic plan and conduct research to supplement the case study information.
The following sections should be included:
Introduction: To begin, you will provide context around the healthcare environment of Shoreline Health System, describe the purpose and objectives of the strategic plan, and summarize relevant research that informs the strategic plan.
Summarize the current environment of Shoreline Health System, providing context for the development of the strategic plan. This summary may include a description of not only the internal environment, but also the external environment impacting SHS.
Describe the purpose and objectives of the strategic plan for Shoreline Health System. Be sure to address why the healthcare organization needs the plan, as well as the specific goals of the plan.
Summarize relevant research in the field of healthcare that informs how Shoreline Health System will manage patient engagement with their new mobile application. This research may include patterns in quantitative and qualitative data that detail demographics of patients using mobile applications, patterns in security breaches, and best practices in using mobile applications in the field of healthcare.
Determine the best project management methodology for the implementation of the mobile application. Recommend the best project management tools utilized in the implementation plan, communication plan, and evaluation plan.
Data Management and Data Governance Policies and Procedures: In this section, you will evaluate and develop data management and data governance policies and procedures for the healthcare enterprise, justifying how the developed policies and procedures align with health information management standards. Be sure to address the following:
Evaluate the impact of the mobile application and increased patient engagement on the healthcare organization’s current data management and data governance policies and procedures.
Develop data management and data governance policies and procedures that address any gaps in the organization’s current processes to ensure the accuracy and integrity of patient health information. These policies and procedures must ensure that data from the organization is of the highest quality, as this will ultimately impact the quality of data in the mobile application. The policies and procedures must also help ensure that the data integration to the mobile application maintains the established level of data accuracy and integrity.
Justify how the developed policies and procedures align with healthcare information management interoperability and data standards. Assess how healthcare standards and regulations drive and/or constrain operations.
Revenue Cycle Management: In this section, you will develop a strategic model for managing the revenue cycle in the healthcare enterprise by addressing the following:
Determine the potential impact of increased patient engagement on the healthcare organization’s revenue cycle. This impact may include both positive and negative aspects for the organization, so be sure to consider both the risks as well as the opportunities. For example, you might consider the impact on value-based reimbursement and pay-for-performance models.
Determine the revenue information the portal and application will contain to appropriately serve the patient population and explain how including this information adheres to relevant regulations.
Determine how the mobile application will push and pull revenue-related information to and from the patient portal of the electronic health record, ensuring the accuracy and integrity of the information.
Privacy and Security Procedures: In this section, you will develop procedures to ensure the privacy and security of patient health information by leveraging technology and adhering to ethical and legal practices of the HIM field.
Determine the potential impact of the new mobile technology on the healthcare organization’s privacy and security procedures. What risks might occur to the privacy and security of patient information?
Develop procedures to ensure the privacy and security of patient health information in the patient portal and mobile application. Be sure that these policies address the risks identified in your evaluation of the organization’s privacy and security procedures, ensure the organization’s compliance with healthcare regulations, and mitigate any potential of fraud.
Determine how the healthcare enterprise will leverage technology to support the proposed procedures.
Justify how the proposed procedures align with relevant healthcare regulations and ethical standards.
Determine appropriate strategies to communicate the relevant healthcare regulations and standards to patients, assuring them of the integrity of their patient health information.
Implementation Plan: In this section, you will outline the implementation plan for the mobile application and developed policies and procedures. In addition, you will develop strategies for collaborating with key stakeholders across the enterprise and approaches for leveraging organizational assets to support the plan.
Determine the key steps of the implementation plan, outlining the relevant stakeholders present at each stage, and the estimated timeline.
Develop strategies to effectively collaborate with departments and stakeholders in the enterprise to effectively implement the strategic plan and promote the organization’s strategic goals.
Develop approaches to leverage the organization’s assets to effectively implement the plan across the organization.
Assess effective change management practices in promoting the organization’s strategic goals.
Communication Plan: In this section, you will develop a communication plan that fosters collaboration with the various stakeholders by addressing the following:
Develop approaches to communicate to patients how the mobile application and patient portal assist the healthcare organization in complying with value-based reimbursement regulations, providing relevant research and data.
Determine the strategies necessary to obtain buy-in from key leadership, ensure collaboration and communication across the enterprise, and guide the enterprise through the change.
Develop approaches to ensure all internal and external stakeholders are adequately trained and informed on their relevant elements of the strategic plan.
Evaluation Plan: In this section, you will develop an evaluation plan to measure the success of your strategic plan and drive planning and decision making in the enterprise-wide organization. An effective evaluation plan will address the following:
Develop measurable outcomes.
Determine the appropriate methodologies to collect the data necessary to effectively measure the outcomes. Also, determine the technologies that can be used to facilitate these methodologies
Explain how the data gathered will drive planning and decision making in the enterprise-wide organization.
Conclusion: Now that you have outlined the key elements of the strategic plan, justify its value to the board of directors. In your justification, you might explain how the plan will assist in decreasing costs in revenue, increasing compliance with regulations, mitigating fraud in the enterprise, and meeting the organization’s strategic goals overall.
