Organiation: City of Los Angeles
Part 1
Financial Analysis Memo
Include a “big picture” analysis of the environment your organizations exist in and how the scenario being faced will impact that environment. As we have discussed in class, these are factors that are outside the control of your organizations but have a direct and indirect impact into their operations (including budgets). Remember to highlight key socioeconomic demographics that would respond aggressively to the scenario your organization is facing (max 2 pages)
Not an exhaustive list but will cover a good deal of what governments consider – as should you. Although the scenario faced by your organization may not see impacts across all these factors, your write up must indicate how your specific scenario will impacted the most prevalent factors.
Population
Age distribution
unemployment
education
occupational complexity
income
poverty
housing stock
property values
crime rate
environmental factors
economic cycles
inflation
interest rates
competition between similar organizations
Part 2
Balanced Scorecard (SC) & Rational Write Up –
a) Develop between three measures for each of the four BSC categories;
b) Provide rationale for your selection; and
c) Tell me how your measures respond to the specific scenario your organization is facing.
In crafting your response, make sure to address the scenario as the key issue that you are planning for. Remember that not all categories may be positive – that is they may be a tradeoff between categories. In responding to the scenario, you must balance the tradeoffs and justify your plan. Think about the budget impacts, citizen needs, human capital maintenance, and long term organizational resiliency – and the tradeoffs between each of these categories. Include a write up that outlines the rationale for your response. Make sure to incorporate all the required financial solvency indicators and how each of them support your plan. (max 3 pages)
Part 3
Financial SOlvency Measures & Anlysis
Final submission (max 3 pages) and presentation must address the following points:
How does your scenario impact / effect your organizations’ broader environment? (community profile section)
Are all required solvency indicators included?
cash solvency; budgetary solvency; long-run solvency; service-level solvency
What do they tell you about your scenario? (review logic/interpretation)
How does your organizations’ Balanced Score Card address the scenario at each category? (categories: Financial, Customers, Internal Processes, Learning & Growth)
What are the tradeoffs for your proposed objectives?
Which solvency indicator justifies your proposed objectives?
MAKE SURE that your Balanced Scorecard is responding to the scenario faced by your organization & your write up includes the required solvency measures.
