This is where you will pull together the pieces of your program design and evaluation methods in a focused and concise manner. The purpose of this assignment is for you to describe the program you have developed including the evaluation methods.
Your paper should include program description, a plan for conducting both a process evaluation, a logic model of the program, and a plan for assessing the program impact (i.e., outcome/impact evaluation). It should also include the following elements:
· Briefly describe the issue to set the stage for your program. Use information from your needs assessment and program theory to describe why this program is needed and how it is grounded in available evidence or theory.
· Describe what you will do, your program components, and how your activities are related to the desired outcomes. This includes a narrative description of the program, its activities, sub-objectives, and intended outcomes. Provide enough detail of the program, activities, and outcomes so the evaluation plan has a context. HINT – use your logic model to help with this.
· State the question(s) and issues that the evaluation will be designed to address regarding program process and outcome. Remember, the focus should be on how you would gather the information, data points, to answer these questions, not the answers themselves. For example, you should describe how you would go about finding out whether a program was implemented according to the original plan, rather than discussing whether it was or not.
· The data measures required to answer the evaluation questions, including method of data collection and alternative sources of data.
· The feasibility of obtaining this data, and any anticipated problems in collecting them such as potential shortfalls (e.g., missing data).
· A discussion of program independent and dependent variables and how they are or will be operationalized, and measured or controlled (e.g., treatment, sub-objectives, outcomes of interest).
· The type of design for impact analysis and potential threats to internal and external validity.
· The estimated resources (including number of staff, amount of time, and expertise) required to implement the program AND complete the evaluation.
