ClearScreen Inc. of Compucity, Richland, is the world’s largest producer and exporter of flat panel displays. In recent years, however, ClearScreen has encountered ever more competition from flat panel displays from Newland. To protect ClearScreen and other Richland flat panel display producers from import competition, the Government of Richland decided last month to limit the importation of flat panel displays to 1 million units per year. The Association of Newland Consumer Electronics Manufacturers (ANCEM) is very concerned about Richland’s import quota on flat panel displays and has been able to convince the Government of Newland to challenge the WTO-consistency of this measure.
