In this assignment, you will focus on the impact of Hurricane Katrina on the New Orleans criminal Justice system. Select one of the general areas below to narrow your focus.
1) Police
2) Courts / Adjudication
3) Community Corrections
4) Institutional Corrections
5) Public Health and Mental Health
Then, narrow your focus further by concentrating on a subtopic within the general topic. For example, you might focus on the New Orleans Police Department or the State police under police, you could focus on a parish jail system under jails under institutional corrections or on court system’s public defender services under courts / adjudication or on a city’s ems services under public health. If so, make this clear in your paper. Having narrowed your focus, you will then address the following areas:
1) Nature and Scope of the Collapse (Problem)
2) Makeshift Reactions and Temporary Solutions
3) Long-term Rebuilding or Reengineering
4) Lessons Learned

The above item (1-4) that involve the assigned readings should be integrate into your narrative throughout the paper. A separate section or appendix or section is less desirable and will receive a lower grade.
For all of these items, the quality of your discussion in terms of substance, insight, conciseness and logic is a primary factor in grading.
