From a geopolitical perspective, the bold AI initiatives can be a demonstration of the country’s great power competition, as President Xi states that “‘accelerating the development of a new generation of AI is an important strategic handhold for China to gain the initiative in global science and technology competition we . . . need to ensure that the core AI technologies are firmly in our own hands’” (Zeng, 402). In this regard, seeing AI as a national strategy is also China’s aspiration of catching up with and even surpassing other leading countries, and positioning as strong nation that “will no longer be a mere consumer of the world’s most advanced technology, but active in creating, leading, and defining international technological standards” (Levine, 5). However, both AI and 5G technology play significant role in reshaping the outlook of labor force, bringing problems of inequality and social polarization, as this advancement “represent a labor-substituted technological progress, featuring more and more jobs to be replaced by AI” (Zhou, 36). “
