Please provide a draft after 48 hours. -Bluebook citation is the requirement but would be able to work with something as close to it as possible. -This research paper is for a low wage worker organizing class but specifically aimed for how legal remedies & solutions would play a role. My research is on Universal Basic Income in Los Angeles, specifically moving away billions of funds that were used for building new jails and other policing systems directly back into communities of color, specifically Black communities.
Couple of important points that need to be included: 1. AB1338 — CA benefits waiver bill where policy makers and organizers are trying to push for people to be able to not “max out on government benefits” because UBI should be “basic” as the name suggests and not something that replaced the minimal governmental support poor people/people of color are getting now. Also asking what the ways are to mitigate or avoid loss of benefits. In other words, trying to center the need of having a conversation of what does it means to have UBI in addition to social safety net programs.
2. How does formerly incarcerated people get left out & affected by these pushes for more governmental and state support and are exiled from so many things, so how does an UBI would be able to help that, and also need to highlight how we must include support in the way f direct financial need to formerly incarcerated people General messaging: 1. Self-determination and non-reliance on the State is so critical to liberation but a lot of that is impossible or extremely hard for folks because of the way racial capitalism punishes people for being poor and for being of color, to say the least. 2. Project description from instructor: Dignity and Power is an anchor organization for JusticeLA, a coalition of organizations and individuals working with directly impacted communities formed to reclaim, reimagine, and reinvest the $ billion that LA County has allocated to building two new jails.
JusticeLA is working with the LA County Board of Supervisors on a Just Transition initiative to remedy the harm from incarceration, racism, and public health crises that align with the vision of Alternatives to Incarceration. One component of this initiative is to look at a Universal Basic Income (UBI) policy in . County. This project will research and analyze the cities in Europe and the . experimenting with UBI, analyze the LA County or LA City government/budget process and create a UBI pilot project proposal for Dignity and Power and JusticeLA. The student will work with Dignity and Power for this research project. I will be attaching some materials, which includes some samples from past projects done for this class but the topics are completely different but thought it would be helpful to see it.
