Landscape planner Randall Arendt has written that planning greenway networks “seems to be the most fundamental element of enlightened town planning.” In an ideal world, planners would lay out a greenway network before allowing development to occur. However, most communities have to retrofit greenways into centuries- or decades-old development patterns.
