For instance, Oklahoma’s electric power system operates under the Southwest Power Pool. In addition to this system, state law imposes many more restrictions on the distribution of electric power in each respective state. This highly regulated system of power distribution via regional grids helps ensure reliable power in a wide area at a competitive price, but also has some security vulnerabilities that can result in wide power outages if the system were to fail. What are those vulnerabilities? Have these vulnerabilities lead to a transition to a more decentralized power system? If so, in light of all these federal and state regulations on distributed power, what policies can a municipality in Oklahoma implement to ensure reliable electric power for its residents?
