The intervention must be locally focused on a specific neighborhood and its impact a specific population, service or unmet health care need.
The intervention must have a reasonable potential for improving the problem.
The intervention must be realistic and emphasize a health care centered intervention
The intervention must be designed from the perspective of a manager not a clinician.
Must in include an action research or participatory action research intervention that will produce measurable results.
Must be implementable within 1 year with a Start-up Budget.
