As you work on this assignment, consider that many developers say that the greatest cost variances/financial surprises occur underground, not above ground. Developers suggest that it’s relatively easy to determine what it costs to construct a building. But it’s not always easy to predict the underground issues which might arise, despite sample testing. These underground issues include bad soils, rock, and current or abandoned storage tanks and various utilities (gas, electric, water, steam, sanitary sewer and storm sewer). What do all of these “underground” challenges mean to developers? Are SWM regulations similar in nature?
