Assignment: Based on your study of the 9/11 Commission Report edited by Ernest May, analyze a focused
topic related to the September 11, 2001 attacks on the United States. Be sure to start the paper by placing your
topic in its historical context and use both the report (a primary source) and the secondary sources (i.e., the
introductory essay and the Locke and Wright textbook) to support your arguments. Students will use a
minimum of four separate sections of the 9/11 Commission Report in the May volume for the essay.
For this essay, students are required to use a minimum of TWO books to complete the essay:

When referring to a specific section of the 9/11 Commission Report, note the subtitle of that
section.5 This will distinguish it from May’s introduction to the report.
