Many ethnic groups in our multicultural society want to make their own decisions about how to raise their children—and even decide when children are still children—without the State interfering with their cultural practices. The Amish, for instance, want to take their daughters out of schooling to work at home after 8th grade. Girls in their community, they claim, do not need education beyond this level and are needed to support their families at home. Still other groups consider people in their community to be adults—able to marry, work, and have children—at age 13. And many groups believe that the State has no right at all to tell parents how to discipline children—particularly since ‘proper discipline’ is such a subjective and culturally relative concept.
Are these groups correct, and is the State’s intent to regulate the ethnic practices an unwarranted intrusion? Or is establishing uniform standards of health and safety via such regulation the State’s proper domain? Most importantly, who should be the ultimate authority on how to raise children or decide when someone even is a child: Child-rearing experts with degrees and training? Should State legislatures, State Child Protective Investigators, Parents of the children themselves, or some other source of authority pass child health and safety laws? Give reasons to support your answers.
