The paper should

II: Identify the problem
III: Identify the primary cause of the problem (even if there are multiple causes, determine the one that seems most significant and explain why).
IV: Identify the two most relevant effects and determine their significance (prove why they should be important to the audience; consider why they matter).
V: Provide one solution that is supported by the analysis and literature
This paper’s focus should be on providing literature-supported information for your congressperson; it should be written as an academic report, not as a letter.
The paper will include a minimum of seven references (4 from peer-reviewed journals). A maximum of three references will be from web sites or texts.
