Q:When can a country use a nuke?
A: The concept of “no first use” (NFU) in nuclear ethics and deterrence theory pertains to a specific pledge or policy adopted by a nuclear-armed state. Under NFU, a nuclear power publicly commits to refraining from initiating the use of nuclear weapons or other weapons of mass destruction (WMD) in warfare. Instead, the use of nuclear weapons is restricted to a retaliatory response known as a “second strike,” which occurs in response to an attack initiated by an adversary using WMD. This policy aims to deter potential aggressors by assuring that nuclear weapons will only be employed in response to a confirmed attack, rather than being used as a preemptive measure.
