Instructions:
I. EXECUTIVE
SUMMARY (1 page):
The EXECUTIVE SUMMARY should include
the following elements:
· problem or issue
· background;
· major alternatives;
· preferred alternative with justification;
II. INTRODUCTION
and PROBLEM STATEMENT (3 pages)
Provide an introduction of the
paper. Identify/define the problem being addressed precisely. Address the
question why the problem is important and why it is in the public domain.
III. EVIDENCE (2 pages)
Provide the background and
specificity of the problem. It should include for example,
· goals and objectives to achieve:
· boundary and parameters of the problem;
· causal factors/mitigating measurable indicators associated
with problem, and,
· current state of the problem.
IV. CRITERIA
USED IN MAKING EVALUATION (1 page)
Establish criteria to evaluate
alternatives under the following categories:
· effectiveness and adequacy,
· cost,
· efficiency,
· equity,
· political viability,
· administrative feasibility, etc.
V.
ALTERNATIVES (5 pages)
Identify at least 3 policy
options/alternatives. Pros and cons should be provided. Evidence could come
from
many sources, and please refer to two sources from the Patton et al. file attached, regarding identifying
alternatives. It should be evidence driven and client focused (utility).
VI.
APPLY CRITERIA (2 pages)
Evaluate policy alternatives against
criteria. Please be transparent in this process. When multiple criteria
are predetermined, any methods with justification. should be provided.
VII.
RECOMMENDATION (1 page)
You are required to make a
recommendation in this paper. In this final session you justify the recommended
policy alternative over the others. If
alternatives are weighted and scored, please clarify the criteria used to
score
the options, their weight and priority. If scorecard presentation is used, you
need to provide your
reasoning for the recommendation.

Recently in NYC airbnb and short term rental properties have been made illegal and prohibited for stays
under 30 days to rent, the policy was made an into effect recently by the city of new york.
My propoistion is a policy to introduce fair transactions and regulation in making short term rentals safe and
sufficient in completion by contract between host and individual renting the place.
