An intersector collaborative community network was formed to
develop a comprehensive strategy for building community capacity to better cope
with the economic and fiscal challenges on the immediate horizon.  Local government and a variety of
community-based organizations, including neighborhood-based organizations form
the nodes in this collaborative network. 
One component of this community development strategy involves enrichment
of quality of life in the neighborhoods throughout the community with special
attention being given to improving quality of life in low-to-moderate income
neighborhoods.  The purpose of this research is to help leadership network better understand
community development and the predisposition of the community towards
neighborhood development as one strategy for building community capacity.   Neighborhood development involves community
development, coproduction, and direct investment by public agencies.
