Final Project: Clinical Mental Health Counseling Program Plan Project: Students will develop a program or agency for an underserved, at-risk, or population/community in need of social justice. It should include the program/agency name, target population, proposed coverage area, proposed strategies/methods, program/agency goals and measurable objectives. Think about the role and process of the professional counselor advocating on behalf of and with individuals receiving counseling services to address systemic, institutional, architectural, attitudinal, disability, and social barriers that impede access, equity, and success (CACREP.I.d).
For instance, you might develop an Intensive Outpatient Program (IOP) to be a “step-down” program for clients who were being released from a full hospitalization, but still needing a higher level of care than just once a week individual counseling sessions. You might utilize the logic model to plan it out, then developed the phases of the program.
Develop a program consultation plan that includes:

Discuss the target population’s cultural backgrounds, language, beliefs, norms, and values, as well as socioeconomic factors that must be considered in delivering programs to this population.
Organizational Chart (including qualifications and job descriptions)
▪ Provide a complete list of staff positions for the program, showing the role of each and
their level of effort and qualifications and experience in serving the target population and are familiar with the culture and language of the target population. If the target population is multicultural and multilinguistic, describe how the staff are qualified to serve this population. Include the Project Director and other key personnel, such as the evaluator and treatment/prevention personnel (i.e. therapist, social worker). Include brief job descriptions.
▪ Present an organizational chart that clearly demarks reporting relationships and divisions of responsibility.
▪ Describe non-agency services, organizations, or providers that will participate in the proposed program/agency including their roles and responsibilities and their relevant experience. Explore strategies for interfacing with integrated behavioral health care professionals.
▪ Indicate the types of quality control mechanisms that will be put in place to ensure smooth oversight, management, and day-to-day operations of this program/agency.
Budget
Provide a narrative justification of the items included in your proposed budget, as well as a description of existing resources and other support you expect to receive for the proposed program. Will there be a cost to the client?

How will you promote the program/agency to community partners? Which community partners will benefit from the program/agency?
Program Implementation
Clearly state the overall purpose of the proposed prevention/intervention program, with goals and objectives, and describe how the proposed activities will enhance prevention/ intervention strategy and/or activities.
Describe how the proposed project will promote protective factors and enhance services for community members
Describe how the proposed project will address issues of age, race/ethnicity, culture, language, sexual orientation, disability, literacy, and gender in the target population.
Provide a realistic timeline for the project (chart or graph) showing key activities, milestones, and responsible staff.
Because activities such as prevention and early intervention education and training may lead to the identification of individuals at immediate risk, describe how access to more extensive services and emergency care will be assured for such individuals. (CMHC C5)
Describe the potential barriers to successfully conducting the proposed project and how you will overcome them.
For each of the activities proposed describe the problem the activity aims to address, the goals or outcomes expected, and how the activities will be implemented to achieve the desired goals or outcomes.
Outline activities (Include in appendix). How many phases and timeline (i.e. 6 weeks, for 6 hours) developed a lesson for each phase (i.e. psychoeducation, art therapy, group process). The topic/goal of the lesson. Materials, Instructions or handouts that accompanies the lesson. For instance: psychoeducation in Phase 1, the lessons may be to teach things like stress management, meal planning, boundaries, self-care, relationships, body image, etc. depending on the program.
Consultative Experience to include the following sections: a. Needs Assessment Interviews
b. Research on evidenced-based interventions
c. Intervention Plan
d. Consultant Services (either to a mental health agency or school)
