Rationale: The current CBA states that “Metro Government shall enroll and begin
required contributions to the County Employees Retirement System, Hazardous
Duty Plan when an employee becomes a sworn member…” (Louisville/Jefferson
County Metro Government & River City Fraternal Order of Police, Lodge #614,
2008, p. 21). This article should not be changed since it “guarantees a monthly
payment to a former employee during retirement” (Carrell & Heavrin, 2013,
p. 289). Pensions are viewed as a critical part of a union member’s lifelong
service, since they will need the money to live on after retirement. Further,
this is an important current provision to maintain since “the number of
employers offering pension plans has continuously declined” in recent decades
(Carrell & Heavrin, 2013, p. 289).

Wk13 – CBA Part 2 – Responses to Initial Offers
Each student should respond to the Initial Offers from at least TWO classmates from the opposite side with substantive comments that represent the thoughts/attitudes of your side (i.e., Union or Management). For example, if you wrote Part 1 as representing the Union, then respond to students who are representing Management.
Just like Part 1, the main thing that will impact your grade is whether or not you demonstrate that you understand and can apply the course material and concepts. Make sure you provide thorough responses!
Don’t just say that you agree/disagree. You MUST explain WHY you agree/disagree with what was proposed in the Initial Offer (using facts/proof from the textbooks and what you have learned in this class)!
Reference what you have learned in this class about public sector unions (Ch3 from the Carrell and Heavrin book), the bargaining process as discussed in Chapters 5 and 6 of the Carrell and Heavrin book (negotiation tactics, contract term, arbitration, etc.), your understanding of the economic concepts as presented in Chapters 7, 8, and 9 of the Carrell and Heavrin book (wages, benefits, seniority) and your understanding of employee motivation and retention from the materials presented in the Sirota and Klein book.
