Scenario
For this writing assignment, assume you are a senior administrator for a police department roughly the same size as the one in Ferguson, Missouri, and with similar constituent demographics.
Your chief of police has noted that your department has a similar policy, created by previous administrations, which rewards police officers for issuing citations for minor infractions. This is for the purpose of generating revenue for the city—to the exclusion of almost everything else. While this has generated considerable revenue for the city, it has also strained relations between the public and the police to the breaking point.
Your chief wants to avoid a repeat of the events of Ferguson in 2014. He has therefore tasked you with evaluating the policies of that city as described in Investigation of the Ferguson Police Department (2015) by the Civil Rights Division of the United States Department of Justice.
To address that request, you’ll prepare a proposal that compares the practices of the Ferguson Police Department to evidence-based practices in the criminal justice field, looking for gaps in effective decision-making that led to the negative events broadcast on national television. Then, you’ll prepare a proposal recommending changes in your city’s policies to avert a similar fate. The proposal should include at least three research articles that you cite throughout the paper.

Style: Your proposal should be written using well-developed paragraphs. You should cite at least three research articles.
Length: Your proposal should be minimum of 6 pages in length. Points will be deducted for proposals less than the specified length. The page length does not include a references page and cover sheet.
