1. Discuss the basic controversies your issue provokes. Tell the reader what makes your issue a
subject of international disagreement (and disagreement within the US government). You can
discuss these controversies by answering various specific questions. Does the main disagreement
stem from ideological, nationalistic, or political disputes? Do the parties disagree fundamentally
over objectives? Or do they disagree instead over the means for accomplishing shared objectives?
Does the issue—and thus how the controversies are viewed—vary across individuals, groups, or

2. Briefly discuss political, economic, or military conditions and events behind the controversies. If
you are examining the US war on terrorism, for example, you might talk about the 9/11 events and
devote a paragraph or two to global terrorism trends. Caution: do not overdo this part of the paper.
Fight the temptation to provide lots of “background” information to fill up the pages and avoid
having to think and analyze. You might already have presented some of the “context” in your first

3. Present a brief history of the political handling of the issue. In recent months, years, or decades,
have differences among the parties narrowed, increased, or changed in nature? Have additional
parties become involved in the controversies? Has the issue that you are exploring merged somehow
with other issues in debate (making the issue perhaps less easily resolved)? Have events or
conditions arisen that have worsened, lessened, or somehow altered the controversies? [1 page, more

4. Discuss how the parties with the most control over outcomes are likely to approach the issue.
Does their “control” stem from their strong interests or stakes in the issue or from the overall
capability of these parties to affect outcomes? Will the influence of these parties likely exacerbate or

5. Discuss whether the United States plays a substantial role in ameliorating or worsening the
controversies. How will the US government, or parties within the US government, likely seek to
influence the outcome of the conflict? Will they likely fail or succeed? [1 page, more or less]
