1. Discuss the basic controversies your issue provokes. Tell the reader what makes your issue a
subject of international disagreement (and disagreement within the US government). You can
discuss these controversies by answering various specific questions. Does the main disagreement
stem from ideological, nationalistic, or political disputes? Do the parties disagree fundamentally
over objectives? Or do they disagree instead over the means for accomplishing shared objectives?
Does the issue—and thus how the controversies are viewed—vary across individuals, groups, or

2. Briefly discuss political, economic, or military conditions and events behind the controversies. If
you are examining the US war on terrorism, for example, you might talk about the 9/11 events and
