Why and how the project was deemed necessary
Wysocki (2020: 6) raised the characteristics of a project such as ‘sequence of activities’, ‘unique activities’, ‘complex activities’ and ‘one goal.’ The Berlin Brandenburg Airport project is a large-scale construction. It was expected to become an important gateway where worldwide visitors come. Project management was a good approach to reaching a goal considering the degree of difficulty, the size, and the desired shape. Furthermore, this project got approval from the public to complete the project phase (Macola, 2021). This approval underpinned the implementation of the project. The necessity for a project could be made with a definition of a project and a consensus of the public.
Project Justification
A project is one of the solutions to align with organisational strategy and reach organisational goals (Meredith et al., 2017). The official website of this airport explained this project was launched based on the following five principles:
• ‘Create a central, flexible infrastructure for the terminals
• Develop Airport City as an urban place extending from the terminal to the A113 motorway.
• Establish networked mobility and intermodal connectivity
• Establish a secure and economical media infrastructure
• Sustainability and digitalisation as an opportunity for the future (the smart BER)’

The project started because these points are regarded as worth the investment.
Project Success Factors – Yoku Higashi
Success factors include ‘product and project quality, time lines, budget, customer satisfaction, and achievement of intended outcomes’ (Project Management Institute, 2021: 224). The functions and services of this airport are currently working properly, so the success factors are considered satisfactory at first glance. However, this case is famous as a failed project because this project didn’t meet the schedule and the opening of the airport was delayed by approximately nine years, and the project cost was simultaneously overrun by 4 billion euros (CNN, 2020). Moreover, scandals and bribes were confirmed during the project (Macola, 2021). Therefore, this project marked a low rating. In this case, all success factors need to be satisfied to become a successful project.
