The principal investigator on a research project studying hypertension needs a piece of specialized scientific equipment to continue the research. When preparing the purchase request, the investigator realizes there is not enough money in the project budget. However, there are excess funds in another project on arteriosclerosis that the investigator leads. Both projects are funded by the National Institutes of Health (NIH). The investigator wants to buy the equipment out of the second project budget. Is there a problem?
