In September 1916 the world was caught in the throes of the First World War. More than merely a conflict between armies and national interests, the Great War required a massive mobilization of war material and personnel. As the war raged in Europe, it became clear to observers that this conflict challenged national will but also tradition and social norms.
Carrie Chapman Catt’s address on women’s suffrage in the United States comes at a time when America has not yet entered the war, but has observed its effects. As society and tradition is challenged in Europe under the weight of conflict, what lessons can be learned here in the United States?
Catt makes considerable mention of the actions of British women during the war for two reasons. First, the women’s suffrage movement in Britain was well known and respected. It had already been fighting for its cause for a number of years in an organized fashion, and had suffered for it; “Suffragettes” as they were called in Britain were regularly imprisoned and mistreated (such as forced feeding during hunger strikes). Their commitment and sacrifice for their ideals was a symbol for American women’s suffrage advocates; though the American organizations were considerably less combative and confrontational than their British counterparts.
Second, the American public, media, and political structure was oriented more or less favorably toward the side of Britain in its conflict in Germany. Britain had early on, sought to identify itself as the ‘defender’ of civilization against German barbarism. This image was promoted in the United States as well.
Please note that in September of 1916, there is no immediate indication that the United States will enter the conflict. In fact, the candidates and parties in the upcoming presidential election have all declared that the US course of action should be neutrality. Also, both parties have advocated for women’s suffrage in their official platforms, but have not provided any information about how (or when) this platform promise will be manifested.
