The policy position report should be approximately 1,200 words, excluding the abstract and references (+/- 10%). A critical review of evidence-based drug reduction/control/prevention strategy should be discussed. Please feel free to discuss practices from around the world. Students can take a global, regional or a country level position
Topic: What are some unwanted outcomes of hardline policies on the evolution of drug trafficking in Latin America? Discuss the impact of the “balloon effect” and the “cockroach” effect policies on the drug trafficking evolution in Latin America? What else can we do to improve the drug trafficking situation in the region? Explain, cite studies and provide examples.
Study the program of precursor diversion for the production of illicit drugs. How can this problem be solved? What is the input of the International Narcotics Control Board in the control of the precursor trade? What has the US government done to prevent the diversion of precursor substances into the production of illicit narcotic drugs?
Your Policy Paper could follow this type of format (suggested format):
1. Introduction: Two paragraphs that state your main argument (purpose statement).
2. Background: Information necessary for the reader to understand what you are talking about.
3. Lines of Argument: Present evidence in support of your argument (views/research in support of specific policies). List the evidence in order of importance—closely following the evidence that you find to exist.
4. Refutation of Opposing Arguments: Consider and address opposing points view and some arguments in favor of other policies
5. Discussion/Recommendations: Discuss the pro and against arguments related to specific policies and state your opinions. Discuss some possible recommendations and improvements of policy.
6. Conclusion: One or two paragraphs that summarize your argument and its implications.
